Legal counselling for students at the UWB
The legal counselling centre primarily provides information on the legal regulations related to a given issue and, if necessary, on which institution or authority you can file a legal claim with or fulfill a certain obligation in order to avoid possible sanctions.

The Higher Education Act
The Higher Education Act (Act No. 111/1998 Coll.) regulates the establishment, operation, financing, and quality of higher education institutions. It defines the types of study programs and the rights and obligations of students. At the same time, it guarantees academic freedom.
University regulations
- Statute of the University of West Bohemia in Pilsen — It defines the self-governing bodies of the University of West Bohemia and its entire organizational structure, and specify the powers of individual bodies. In addition, they regulate the admission procedure and the delivery of documents, as well as the fees that the university may charge. The Statute also lists other internal regulations of the university (e.g., Study and Examination Regulations, Scholarship Regulations, Disciplinary Regulations for Students), regulates the status of academic and other employees, and defines the use of academic insignia and the conduct of academic ceremonies.
- Scholarship Regulations — Scholarship Regulations — Applies to students of all types of accredited study programmes offered by the University of West Bohemia or its faculties and regulates the conditions and method of payment of accommodation, social, merit-based, extraordinary, and doctoral scholarships.
- Disciplinary Regulations — It defines disciplinary offenses that constitute violations of legal or internal university regulations. It deals in detail with the course of disciplinary proceedings, from their initiation by a proposal from the rector, through the student’s rights to a hearing and the submission of evidence, to the decision on sanctions and the possibility of appeal. It also includes provisions on the suspension of proceedings and deadlines for hearing offenses, thus providing a comprehensive framework for dealing with disciplinary matters at the university.
- Study and examination regulations — Here you will find everything you need to know about studying, from enrolling in a bachelor’s programme to defending your dissertation. The regulations set out the minimum credit requirements for progressing to the next semester, enrollment passes, resit exams, recognition of credits from previous university studies, and when and for what reasons it is possible to interrupt your studies.
University standards
- Academic year schedule — A new schedule is published for each academic year. It includes the dates of classes, deadlines for completing courses in the winter and summer semesters, planned changes to the schedule due to public holidays, and when it is possible to add courses to the summer semester schedule. If you are studying at the Faculty of Health Sciences, please study the schedule carefully — there are several differences.
- Organization of preliminary enrollment for the relevant academic year — This is also issued for each academic year and regulates when and how preliminary enrollment for the following academic year takes place.
- Rector’s decision on tuition fees — It includes fees for the admission procedure, for studies conducted in a foreign language, and for extended studies. Individual amounts, basic payment information, and consequences of non-payment can be found in the relevant rector’s decision.
- Code of Conduct — The University of West Bohemia is committed to values such as freedom, the inviolability of human dignity, respect for truth, justice, responsibility, professionalism, critical thinking, and respect for other opinions and cultures, as declared in its Code of Conduct. In addition to individual principles and standards of conduct, it also regulates the activities of the Ethics Committee.
Faculty regulations
In addition to university-wide regulations and standards, you should also be familiar with the regulations issued by your faculty. Each faculty has its own Statute, which governs its internal organization, activities (educational, creative), bodies, studies, the rights of students and employees, and academic ceremonies.
Faculties also issue disciplinary rules, election rules for their academic senate, rules of procedure for the academic senate, and rules of procedure for the scientific council.
Faculty standards
Throughout the year, it is a good idea to keep an eye on the faculty notice board, as various regulations are issued on an ongoing basis. These may concern the admissions process, the organization of enrollment, conditions for first-year students, scholarships awarded by the faculty, or the composition of state final examination committees.
Who is who
Rector
The rector heads the university. He acts and decides on matters concerning the University of West Bohemia. For example, he determines the amount of tuition fees and certain other fees. He also acts as a second-instance body in cases of appeals in the admission process, appeals against decisions on the assessment of fees, or in cases of termination of studies.
Dean
The dean heads the faculty. He makes decisions in the first instance on admission to study and on termination of study. During your studies, you can contact him, for example, when requesting a waiver for missing registration, and requests for interruption of study or recognition of a subject are also directed to him.
Head of Department
You can contact the head of the department to request a review of the decision not to award credit. You can also contact them immediately after the exam or retake exam to request a review and repeat the exam. You can also submit a request to them for a second retake exam before the committee.
Study Department
The Study Department will help you, for example, with resolving discrepancies in your academic record, enrollment, and preliminary enrollment.
Disciplinary Committee
Each faculty establishes its own disciplinary committee, which discusses disciplinary offenses committed by university students. The dean decides on the imposition of sanctions based on the committee’s proposal, but cannot impose a more severe sanction than that proposed by the committee.
Information and counselling Centre
An advisory centre serving the entire university. The ICC also operates a legal counselling centre. Students can contact it for matters relating to their studies. In addition, it handles accommodation and social scholarships as well as tuition fees.
